Gr\u00e2ce \u00e0 l\u2019aide de PolitExchange, nous avons r\u00e9ussi \u00e0 le faire. Lors de sa courte visite d\u2019\u00e9tude la d\u00e9l\u00e9gation du Laos a \u00e9t\u00e9 impressionn\u00e9e par la diversit\u00e9 du programme, par la richesse et la qualit\u00e9 des \u00e9changes et a trouv\u00e9 les id\u00e9es discut\u00e9es tr\u00e8s stimulantes et pr\u00e9cieuses.\u00bb<\/p>\n<p><strong>Meraj Hamayun Khan, Chair of the Women Parliamentary Caucus, Parliamentary Assembly of Khyber Pakhtunkhwa, Pakistan<\/strong><br \/>\n\u00abThese days in Switzerland made me further realize that giving a voice to everyone and a sense of compromise is key for overcoming linguistic and religious differences in a democratic way.\u00bb<\/p>\n<p><strong>Uzma Khan, General Secretary, Women Parliamentary Caucus, Parliamentary Assembly of Khyber Pakhtunkhwa, Pakistan<\/strong><br \/>\n\u00abThe Swiss experience shows that Parliamentary decisions are more easily implemented if they are carefully consulted and prepared in preparatory committees, and budgeted accordingly.\u00bb<\/p>\n<p><strong>Artan Shkembi, Director of the Agency of Territorial and Administrative Reform, Ministry of Local Affairs, Albania<\/strong><br \/>\n\u00abThe exchange visit to Switzerland was a unique experience. I have seen political approaches and mechanisms that seemed impossible to me before I came here. They are complex and sometimes complicate but they work. Such experience opens up your mind \u2013 and makes you ask new questions about your own context.\u00bb<\/p>\n<p><strong>Dashamir Peza, Member of Parliament of Albania<\/strong><br \/>\n\u00abIt was great to see that such a complicate political system can work very efficiently. The Swiss experience is providing us with a new and inspiring perspective on our own challenges. I particularly noticed the spirit of mutual exchange, collegiality and cooperation in the Parliament \u2013 far away from the confrontation between governing majority and opposition in the Westminster system.\u00bb<\/p>\n<p><strong>Enea Hoti, Advisor to the Minister of Local Affairs, Albania<\/strong><br \/>\n\u00abIn Switzerland I have seen how the subsidiarity principle is applied as a rule, and taken seriously. Cantonal and municipal levels are financially very strong, and the mechanisms of fiscal equalization, collegiality, cooperation and consensus-building make the Swiss system work. And I noticed that the autonomy of Swiss municipalities is strictly depending from and framed by cantonal law and regulations but balanced with very strong direct democracy instruments such as local referenda.\u00bb<\/p>\n<p><strong>Chancellerie du canton de Fribourg<\/strong><br \/>\n\u00abLe canton de Fribourg participe au programme de PolitExchange en tant que membre de la R\u00e9gion capitale suisse. Des rencontres avec des praticiens par exemple en ce qui concerne la fa\u00e7on de vivre le plurilinguisme dans le domaine de l&rsquo;\u00e9ducation, l&rsquo;organisation de la police dans un \u00e9tat f\u00e9d\u00e9ral ou le fonctionnement des institutions politiques ont rendu\u00a0compr\u00e9hensible notre culture politique vari\u00e9e de fa\u00e7on plus utile que des exemples abstraits.\u00bb<\/p>\n<p><strong>Corinne Huser, Policy Advisor Democratisation, Decentralisation and Local Governance, Swiss Development Cooperation, Federal Department of Foreign Affairs<\/strong><br \/>\n\u00abAus pers\u00f6nlicher Erfahrung bin ich \u00fcberzeugt, dass Studienbesuche ausl\u00e4ndischer Delegationen in der Schweiz sehr n\u00fctzlich sein k\u00f6nnen. Die Erfahrungen der Schweiz sind n\u00fctzlich im Sinne der Inspiration sowie der gemeinsamen Reflektion und Diskussionen unter den Teilnehmern. Voraussetzung ist jedoch erstens, dass die Teilnehmer im Vornherein m\u00f6glichst klare Ziele und pr\u00e4zise Lernfragen formulieren, die mit der jeweiligen Reformagenda im betreffenden Land in Verbindung stehen. Dies wird auch die Zusammensetzung einer entsprechenden Delegation bestimmen. Zweitens ist es wichtig, dass w\u00e4hrend eines Besuches gen\u00fcgend Zeit f\u00fcr die gemeinsame Analyse und Kontextualisierung relevanter Beobachtungen eingeplant wird und n\u00e4chste Schritte bereits andiskutiert und danach weiterverfolgt werden. Es empfiehlt sich mit der Planung fr\u00fchzeitig zu beginnen, bereits vor Ort vertiefte Abkl\u00e4rungen durchzuf\u00fchren, und so massgeschneiderte Besuche anzubieten.\u00bb<\/p>\n<p><strong>Abiot Maronge, Director, Ministry for Rural Local Authorities, Zimbabwe<\/strong><br \/>\n\u00abStudy visits have\u00a0the potential to help in strengthening relations between the respective countries and thus opening opportunities for collaboration at a higher level. Furthermore, they may facilitate cross-pollination of experiences, approaches and ideas and in the process stimulate\u00a0new strategies to address practical issues of concern to the collaborating parties.
